Serving from within Christar Canada’s “Safe Landing Zone,” Dale & Ann oversee the international church planting team of missionary pastors from 6 countries at Tokyo Multicultural Church, an Evangelical Free Church.
MAINE USA and TOKYO JAPAN
Dale & Ann began serving in EFC church planting, mission leadership and theological education in Japan in 1984. After 20 years with EFC America (ReachGlobal) and another 21 years with EFC Canada (ServeBeyond), they are now with Christar Canada. Dale & Ann launched Tokyo Multicultural Church in 2013, their third church planting project in Japan. They oversee TMC’s international church planting team from 6 countries on a half-time basis, mostly remotely from Maine but in-person when in Tokyo three times a year.TOKYO MULTICULTURAL CHURCH
TMC is a Christ centered, Bible based, disciple making international EFC church that celebrates God’s grace and truth within the increasing cultural diversity of Tokyo, the world’s largest megacity and the capital of a nation that is famous for the value it places on conformity. Worship services are in English, Japanese, and Chinese.Dale oversees TMC on a half-time basis by leading monthly Leadership Team meetings as well as Members’ Meetings three times a year. He encourages the younger pastors/ missionaries handling most pastoral responsibilities by meeting with them both virtually and in-person. He recruits new staff and seeks networking connections for TMC. Ann meets with and encourages members and attenders. Dale & Ann raise funds that can be accessed as necessary for establishing and expanding TMC. Their desire is to turn over all aspects of TMC leadership to the next generation.
THEOLOGICAL EDUCATION
Since 2001 Dale has taught “Modern Theology” at Japan Bible Seminary in Tokyo (in Japanese). He passed the baton in Dec. 2024, but that younger Japanese theologian suddenly died in Nov. 2025. So Dale has agreed to resume teaching for at least the 2026 academic year (Apr 2026 - Mar 2027). As before, the format will be Jun. and Oct. modular classes during the first semester (Apr - Oct 2026). He hopes to publish a book in Japanese on Modern Theology, especially for pastors. He is also currently working on a book about Church Planting Theology based on his academic papers, articles, and one seminary class on thinking theologically about church planting.
